Floral Tonics And Tinctures

• Tonics that have no potion counterpart no longer have a 'fake' recipe for a tipped arrow with no effects. Tonics can only be crafted into tipped arrows if they are created based on a potion in their recipe, because of how Minecraft reads/displays tipped arrows. Trying to do otherwise will result in the arrow either not having any effects, or having the effects, but the display name and texture for it will still show the default uncraftable tipped arrow texture. 
• Fixed an issue where most tonics that used modded effects could not be crafted into tipped arrows if the effect had an existing tipped arrow counterpart.
• Many tonics that previously used an 'effect' to generate their recipe now use a potion. This may result in the duration of some tonics being altered. There is a config option to not have a tonic's duration altered from its potion counterpart. (This will not effect tonics with no corresponding potion.) For anyone making datapacks or adding recipes, you'll need to use a /potion/ in the nbt of the recipe of the tonic, /not/ an effect, if you want it to be able to craft tipped arrows. You can still create a tonic based on just an effect, but it won't have tipped arrow recipes by default.
• All tonics that have a potion counterpart can be brewed with a Nether Wart in a brewing stand to get their potion counterpart. This allows access to some previously unavailable potion variants of effects from this mod.
• Changed the Vibing effect tonic from Upgrade Aquatic to use a positive tonic recipe, and the Repellence effect to use a negative tonic recipe.
• Changed the texture of the volatility tonic to use the Tincture texture, as it is a negative effect.
