Intro
Toss certain foods into water, and nearby fish will attack it to spawn new fish. The spawned fish will be copies of the parents.
Spawns for bites on food
For salmon and cod, the spawning needs 8 bites on rotten flesh or a beetroot.
For pufferfish and tropical fish, the spawning needs 4 bites on a spider eye.

Fish are attracted to the bait
All valid fish for that bait within 8 blocks are attracted towards the bait and bite it if they can reach it. It doesn't matter if they can reach the bait or not though, they will still try.
Spawning must be done in an open water area
Same rules as getting treasure loot from fishing, requires the surrounding 5x5 area is open water. It is a bit more forgiving than vanilla though, when it fails the first time, it will check for adjacent 5x5 areas that are open water (it will take longer though to detect it).
Fish have a cooldown on spawning new fish
The parents and spawns each recieve a cooldown of 10 minutes after the spawning completes. During this time, they cannot participate in these breeding mechanics.
Spawned fish are a perfect copy of random parents
When fish are spawned, they perfectly copy a random parent. This includes persistence. If the parents were persistent, so will the spawned fish. This also means tropical fish color/design is also copied.
The food can come from anywhere
Droppers, random drops, player - regardless of the source, if the food is in the water and fish are nearby, it will work.
