Server-side mod to make a button under a water-carrying block extinguish fire, burning mobs and players underneath

Fire burning below a "sprinkler". This is a button below a solid block, which has water above.

After
Half-a-second or so after the fire is detected, the fire is extinguished with steam particles. Any burning mobs walking into the sprinkler's cone are immediately extinguished, as if they're in rain.
