Fix Ore Miner enchantment not using the new whitelist tag.

Added:

• Milk Bottle - 1 bucket -> 8 bottles, clears all potion effects
• Chocolate Milk Bottle - Clears negative potion effects
• Chocolate Empowered Necklace - Clears negative potion effects while in inventory.

Changed:

• Ore Miner now has a whitelist and allows ores and clusters by default.

• Fixed error when placing XP Holder
• Made lights waterloggable.
• Changed placement logic for pusher block to only allow placement on full blocks.

Changed building wand to only place blocks when they are connecting (at least diagonally), unless in fuzzy mode.
