Fix /info and /schCmd bug

• Add config options to disable commands

• Add "flex item" command

• Add option to schedule a command to occur only once

• Fix /schCmd reload

• Watchdog still restarts server (if enabled in config)
• Reload function added to /schcmd
• Update mod-id to reflect project name
• Add permissions support via fabric permissions API (for Luckperms and other similar mods)
