port to latest, fix opacity on frames

To celebrate, I have ported CC to latest!! (26.1 versions coming out soontm)

A lot of the nice UI QOL had to be removed in order to make this come out on time, but I will continue working to make it happen soon!

I've also added translations to some languages, thank you to all who contributed!

Beta release of CC V3 for 1.21.1. Expect things to be unfinished, but core functionality to work. Culling preview is broken, but works fine in-game. Controlify breaks with this mod for the time being, so be wary.
