Fixed the pillory not working since 1.3.12

Additions

• Added a condig option to disable players taking off and putting on their own restriants.

Fixes

• Changed event priority of entity interact event to allow cuffed to come first.
• Shackles now stop sprinting by double tapping forward.
• Fixed Duck Tape on legs not stopping movement and jumping.
• Fixed Duck Tape on arms not stopping interaction and item use.
• Cuffed no longer forces players to take fall damage even if another mod disables it.
• Fixed not being able to close/open the pillory without a player in front.
• Fixed some small issues in the lang.

Additions

• Added a new config option for whether or not to drop heads from the guillotine
• You can now escort a player to a bunk click it to force-set their spawn.
• Added the bundle recipe from 1.21 to make it craftable for Cuffed
• Restraints can now be equipped/unequipped by sneaking and left clicking while look at your feet/forward/head to equip/unequip legs/arms/head respectively. Still requires keys and sneaking to unequip restraints.
