Creeper Consent

This datapack was inspired by/based on Phoenix SC's datapack by the same name, but with (hopefully) cleaner code and multiplayer compatability.

Creepers will now ask for consent to explode when they approach you, and will detonate instantly upon receiving your consent. Just as Mojang intended!

Only tested in 1.21.9 so far, feel free to let me know if it works/doesn't work on other versions and I'll push out an update.
