[NeoForge 26.1 ] CraterLib - 3.1.0+experimental.2

- Split "nojang" api into its own package and renamed it to "api" to prepare for Hytale porting
- CraterLoader – A mod loader inside a mod. Allows mods depending on CraterLib to run completely independent of the game it's running on
Bug Fixes:
- Removed warning message when Luckperms perms fails to load, causing log spam
- Fixed Maven Publishing for Snapshots and Releases
Changes:
- Cleaned up some API code
- Updated Adventure to 4.26
