Configured Feature Saplings Forgified

Forge port of Configured Feature Saplings.

Mod that fixes bug where you couldnt change what saplings/mushrooms grow into (https://bugs.mojang.com/browse/MC-251744). Allows datapacks to edit features in the worldgen/configured_features folder.
