Heating Coils recipe fix, now aren't swapped among themselves.

• Added Melter's Heating Element in JEI.
• Added ExDeorum Integration for Heating Coils,
• Fix Some Recipes.
• Improved Config for dev now can be disabled oregen.

If enabled from config. Reactors can be integrated with Mekanism for radiation (already implemented previously).

• Added (hidden by default) Radiation Scrubber and Radiation Cure.

The dependency fix in the development phase did not give it to me.
