Cobblemon Battle Conditions

First working version.

• Tracks weather, terrain, hazards, screens, trick room and the other rooms, tailwind, etc. in a window in the battle UI.
• Color-coded by side.
• Updates to the tracker are synced with Cobblemon's battle timing.
• Toggle window on/off with keybind.
