Now admins can choose for each action whether it can be triggered by the player and/or by the AI in the action manager

The spontaneous dialogue was improved and now has its own topic system and a unique prompt

The prompt builder now knows if a Pokémon has any specific Cobblemon effect (like paralysis, poison)
