CartLoader

• Added custom "Chunk Loading" minecart items and entities which always load chunks, regardless of the settings for vanilla minecarts
• Can be obtained through /cartloader give OP command and optionally crafted (with customizable shapeless recipe)
• New required plugin dependency NBT-API!
  Needs to be installed for this version to function!
• New custom-minecarts config options:
  • enabled
  • craftable
  • crafting-recipe-ingredient

• Updated API to Spigot 1.20.6 and above. Use 1.2.0 for Minecraft versions 1.17–1.20.4
• No in-game changes

• Added config option restore-regions-after-restart to make saving and restoring of previously active regions optional
• Improved console logging during saving and reloading of regions at server startup and shutdown

• Added saving of plugin state to ensure that previously active regions (i.e. chunks where minecarts were moving) get seamlessly loaded again after a server restart
