Minor Changes

• Glowing / Bioluminescence Potions
  • Changed Bioluminescence II so it increases light reach without making the center glow harsher, and keeps that stronger radius when the client is using synced fallback state

Fixes

• Dynamic Runtime Packs
  • Moved reusable generated runtime packs into config/Bits and Balance/runtime-packs/server-data instead of the old game-directory cache path
  • Existing generated runtime packs now migrate to the new config location automatically the first time 2.2.1 runs
