Better TPA

This plugin will add tp asking to people along with a way to toggle tpa requests, this also adds tpauto, which automatically accepts all tpa requests. Commands: /tpa /tpahere /tphere /tp /tptoggle /tpaccept /tpacancel /tpauto /tpdeny /tpask /tpall
