Fixing MySQL, file updates, and permissions

Fixed compatibility with MySQL. Now the plugin loads correctly and works with any of the available selected DBMS;
Removed the requirement for the permission of bbl.users to execute the command /bank;
Fixed the file update system when there is an updated version of the source resources. Now the plugin will add the missing lines;
Small fixes and changes.
