Bedrock Debris Parity

Makes ancient debris attempt the same amount of generations as it does in bedrock edition.

In vanilla:

• One cluster of size 0-3 attempts generation
• One cluster of 0-2 attempts generation

With this datapack:

• Two clusters of size 0-3 attempts generation
• Three clusters of 0-2 attempts generation
