Ported to 1.20.4 for forge

Backport of the 1.20.4 NeoFOrge version to 1.20.1 for both Forge and NeoForge

• Updated NeoForged to version to 20.4.190
• Reduced feature spawn rate of overworld meteorite crater
• Reduced feature spawn rate of buried meteorites
• Changed the spawning of meteor and comet entities to a time based system. The default is one of each entity every ~3 Minecraft days. The config was adjusted to support this change.
• Delete the old "atmospheric_phenomena-common.toml" config file
