Blur Perfected
Adds blur to GUIs, a fork of Blur+ that fixes blur animation calculation bugs and simplifies the logic

Changes:
- compatibility in more modded scenarios (now compatible with other mods that also change the menu blurriness radius or the menu background)
- compatibility for older game versions (1.21.5 neoforge and 1.21.1 neoforge+fabric)
- removed excluded screens from config, instead use force disabled screens
- added a fade out animation for force disabled screens and a fade in animation for force enabled screens
