Added the ability to blacklist a player from using the trigger

• to blacklist a player, run /tag <name> add xzg.trigger_blacklist
• to unblacklist, run /tag <name> remove xzg.trigger_blacklist
• note that blacklisting a player only removes their ability to use the trigger, it does not change their glowing state
• A players glowing can be manually toggled by running /scoreboard players set <name> glowing 1

Made the pack less intrusive to other sources of glowing

• Toggling glowing off no longer clears the glowing effect, so if you have a seperate glowing effect already, it won't be immediately removed

New players will now be properly initialized
