Remove Some Creative

A lightweight transparency datapack for multiplayer servers.

This is a very simple datapack for Admins/Server owners to use against OP abuse. It reports if a player goes into creative/spectator in chat so that the whole server knows when the OPs could be cheating. There will be more future features such as config files and more, I'm looking forward to working on this project and learning more about Minecraft's inner workings.
