This update fixes a pretty major bug vanilla Cobblemon has that I found, this bug has made it so that ever since marks were added in Cobblemon 1.7.0, the weather based marks (Ex: Blizzard, Stormy, Sandstorm) and the time based marks (Ex: Dusk, Lunchtime) have been completely unobtainable in survival mode! This is due to these marks sharing the same percent chance to apply as other marks, so the following mark rarities has been changed accordingly to combat the bug:

Weather based marks are now a 2.5% chance of applying, instead of a 2.0% chance.

The Uncommon mark is now a 1.5% chance to apply, instead of a 2.0% chance.

This makes it so that the weather and time based marks are now available in survival mode, this bug applies for all versions from 1.7.0 onward, including the 1.8.0 snapshot, but this bug will hopefully be fixed in the future so that the mark chances can be reverted to their regular chances in the mainline series games.
