This is a port of the Mod Mining Cooldown Fix by covenantturtle, updated to 1.19

Makes the beacon effect range configurable.

Removes the yellow "joined the game" and "left the game" messages.

Makes the ender dragon fight much harder by raising its HP and giving it increasing levels of resistance.
