Adds craftable staffs that grant permanent effects when held in the off-hand

- New staff components to optimize functions
- Staffs made from release v1.0.0 will now be broken. Will plan to make a runnable function (or craftable item) to replace broken items in release v1.1.0
- New advancements
- More to come in release v1.1.0, currently the "You're a Wizard" advancement is broken. Will be fixed
- Altered some recipes
