Staff Effects

• Changed ALL Staffs to use music_disc_5 as a base item instead of stick
  • i accidentally used a staff trying to craft a recipe and it made me mad so i made this update to fix that
• New Staff Repair Kit item
  • Crafted from 2x Copper Ingot and 2x Copper Nuggets
  • Its only use is to upgrade old Staffs from pre-v1.2 into being functional. Due to changes in code, Staffs that use stick as a base item are deprecated and no longer function properly
