Programmer Art PvP

Visibility update: Increased visibility by decreasing the size of snow and rain, and by making water clearer. Added outlines to powdered snow and suspicious sand/gravel. Got rid of the blur from wearing a pumpkin and the glass overlay from the spyglass.
