Forces everyone to have a summer floatie overlay on their skin, all in vanilla. Also used as a library to make your own forceskin packs

- Due to the nature of the pack, the loading + frame times may have a slight decrease
This pack may be called "ForceSkin API" in the future, and either be a base for addon texture packs or have a lot of addons built in to choose from.
