Shears and Brush now lose 1 durability point per use on an item frame (via Player#damageItemStack, respecting Unbreaking and skipped in Creative mode)

New ParticleIndicatorTask shows colored dust particles on nearby item frames when a player holds Glass Pane or Shears in their main hand:

• Green: the corresponding modifier is currently applied (rotation locked for glass pane, invisible for shears)
• Red: the modifier is not applied Particles are player-local (spawnParticle) so only the holder sees them.

Registered the new repeating task in Vailframe#onEnable

Added "particles" section to config.yml (enabled, interval, radius, count) to control the new indicator without needing a plugin reload from code
