• /tcp setup — an opt-in, guided settings tour. TCP ships conservative defaults (auto-discovery and auto-snapshot are off, among others) and most operators never open a YAML file, so genuinely useful settings go unnoticed. /tcp setup walks the major settings one at a time — each with a plain-English explanation, its current state, and Enable / Skip / Disable buttons, plus ← Prev, Pause Setup and Stop Setup. Nothing is ever forced and no default is changed. On Paper 1.21.7+ it renders in the native Dialog UI; on older or non-Paper servers it falls back automatically to a clickable-chat tour with the same content. Includes preset pickers (e.g. how often chambers reset, shown with the current value as a real duration), a clear CPU-impact badge on the few settings that warrant one, and a gentle op-join reminder — at most weekly, three times — that stops for good once you run the tour (with a single follow-up nudge if you start but don't finish). Permission: tcp.admin.setup (OP).

• Paper API target raised to 1.21.7 for the Dialog API used by /tcp setup. The plugin's api-version stays 1.21, so it still loads on 1.21.1+ — the Dialog code is gated behind a runtime class-presence check and degrades to the clickable-chat tour wherever the Dialog API isn't available.
