Toms3Core

This update introduces a few bugfixes and a minimal addition, which doesn't require a new config at all.

Changes:

• Fixed prevent-place & prevent-use from preventing ender eyes from being placed in end portal frames.
• Fixed prevent-use from not checking item frames.
• Username validation regex can now be disabled if the string in the config is empty.
• Improved config documentation.
