TimeSteal

This version updates TimeSteal to Paper 1.21.11 and adds the new display and punishment systems requested for the current plugin build:

• Added actionbar.enabled so the timer can be disabled in the action bar.
• Added /timeactionbar <on|off|toggle|status|reload> to manage the action bar in-game.
• Added customizable action bar formatting with time placeholders.
• Added optional PlaceholderAPI support.
• Added plugin-owned punishment storage in punishments.yml.
• Added /timeadmin pardon <player> to clear active TimeSteal punishments.
• Cleaned up old encoding issues and updated configuration defaults.
