Server-side rule pack for a PVP-style SMP: a single craftable Mace, no pvp damage for End Crystals and Respawn Anchors, openable Nether & End, combat-log and elytra-mace protection, and a 3000-block border — all tweakable from the console.

- Fixed a server freeze caused by villager instant restock.
- Removed the unsafe merchant UI reopen during restock.
- Villager restock now resets trade uses and demand without growing the trade list.
- Added a safety cap for abnormal villager trade lists.
- Throttled villager inventory refreshes so they cannot spam work in one tick.
