Inventory slots are randomly swapped in between players in a set range of time in a set amount of slots

A first full release of SlotSwap. Introduces start, stop, swap and config command. Through config player can change the number of slots to swap and whether they want sound on swap. With swap command, player can do singular swaps. Start command can be given min and max time between swaps.
