- Bug Fix: Reports are no longer locked after staff resolution; once an admin marks a report as handled, the original
reporter can submit new reports for the same player without seeing the “already reported/unresolved” warning.
- Feature Add: Added a configurable global report cooldown—default 30 seconds in config.yml—with localized messaging that tells players they’re reporting too frequently and shows how long they must wait.
