Rewrote the block submission engine to significantly increase the speed of block placement during arena resets.

The plugin now batches block updates much more efficiently, allowing arenas to restore noticeably faster without compromising stability.

Enhanced Lag Reduction & TPS Protection

Fine-tuned the asynchronous distribution layer to eliminate micro-stuttering and residual lag spikes during large-scale operations.

Improved the dynamic throttling system to ensure that even with the increased block placement speed, server TPS remains perfectly stable and player ping is entirely unaffected.
