Fixes in WorldGuard, system combat and more

Now the cooldown doesn't reset to 0 and prevents flying when reloading.

Players in creative mode will no longer experience a flight glitch when hitting another player.

The combat system has been improved by adding combat cooldown messages.

A crash that occurred when using the /fly command without WorldGuard has been fixed.
