WolfOwnershipUtils allows you to transfer ownership of all the pets within a specified radius of the player, and also sit/stand/toggle all of the pets within a specified radius.

Pet Transfers
To transfer all pets, you must do
/transferpet <Radius> <NewOwner>
Pet state toggle
To make all pets stand/sit/toggle state Do
/petsit <selectedaction> <radius>
All of these commands have strict ownership checking, so you cannot steal someone else's pets.
