OPItems small Bugfixes

• The /opitems give command now works with the recipes disabled
• The /opitems give command now accepts enchantment levels
• The Portal2Go now teleports to a safe location and not into blocks anymore
• The AntiDamage Protection Level is now properly set by the config

The internal Code had to be reshuffeled a bit due to the first Bugfix, so there maybe could be some minor bugs. Thats why this is a beta version.
