1.0.3 — tool tiers, safer config, smarter replant, and update checks

• Tool-aware groups: the same woods can sit in multiple groups; the held axe picks which chain runs
• Config ownership: groups and block-damages are no longer rewritten from the jar on /tc reload
• Custom block-damages sections: name them however you want (logs, mushrooms, heavy_logs, …)
• Low-durability axes: 0-cost foliage still breaks after the log budget; saplings top up for replant when leaves cost 0 durability
• /normaltreecap alias plus /tc version with a clickable download link when outdated
• Pastebin update feed: ops/admins get notified on load, join, and every 3 hours if a newer version is available
