Adds:

• support hex color
• the plugin will automatically set the language in config.yml to the language of the system for the first time loading
• annotation at code
• /nbp flag [world] [flag] will show the current boolean of the flag at the world
• flags "mob-explode-damage", "wither-destroy" and "wither-damage", preventing explosion damage by mob, block destroying by wither and damaging by wither.

Fixes:

• tnt/mob/ender crystal explosion may destroy the entites like frame/painting/armorstand...
• flag "fly" cannot completely stop the flight for some flight plugins
