LOD Server Support

Bug Fixes
- LOD store no longer rebuilds on every restart with certain mods — Mods that shuffle the block registry each boot (e.g. VisualWorkbench) made the server discard and rebuild its LOD store at every startup; the store is now kept when block ids merely moved. One final rebuild happens on the first start after updating.
- Store reset messages now say why — The startup log names the exact reason for a store rebuild (Minecraft version change, mod content change, and so on) instead of one generic drift message.
