New commands:

• /balance
  • Requires permission iteco.balance.others to see balance of other players.
• /pay

New configuration options:

• commands - defaults to true and disables the new commands if set to anything that's not true.

Changed behavior of configuration option format, now it expands {} to amount and $ to either singular or plural.
