Ice Boat Racing

• Removed LuckPerms dependency, as it wasn't used
• Limited to only 1 passengers per car during a race (otherwise racers could hop in other racer's cars)
• Added temporary ranking that will be sent in the console on race end (planning on implementing a better one)
• Racers will automatically be put in spectator mode when they finish the race
