Making and deleting groups, prefixes and suffixes, and a list of a player's permissions.

Added

• create group <name> and delete group <name>.
• set prefix of <who> to <text> and set suffix of ..., for a player or, with of group <name>, for a group. clear prefix of ... takes it away again.
• permissions of <who>: a list of every permission a player who is online has, their own and those of their groups.
• group exists <name>.
• grant group <name> permission <node> and revoke permission <node> from group <name>.
• set weight of group <name> to <n> and permissions of group <name>.
