Patch bugs that makes the server do useless calculations

patched the following bugs on the Mojang bug tracker: MC-153831, MC-306840, MC-311414, and MC-263882. Also note that the fix to MC-263882 is not a real 'fix'. To fix it will require either NMS patching (dangerous) or patching Paper/purpur (not my job here). The mitigation done for MC-263882 is simply to cap TNT speeds. This may or may not affect TNT cannon builds.
