Added a new command /tipadmin

/tipadmin list

(lists all the tips on file)

/tipadmin edit <#>

(edits the tip # to the new text)

/tipadmin add

(adds a new tip with the text)

/tipadmin del <#>

(deletes the tip numbered #)
