Enyo's Spear Fix
Removes the cooldown inbuilt into paper servers for spears, making you have full control of your cooldown clientside, which means creative mode authority or what it feels like to use spears in singleplayer.

It automatically enables Paper attribute swapping, then lets enchanted spears lunge on swings even when the attack meter is not fully charged.
It uses the normal Paper lunge event and native lunge effects, so other plugins can still cancel or modify the lunge.
