DupePlusPlus v4.0

• Updated the config:
  • split up the blacklisted items/enchants and the actual config
  • added more configurable options
  • made the config look better
  • added /dupeconfig which allows you to view the options set in the config within the server.
• Made it so you can blacklist an item based on multiple enchants:
  • example:
    • you blacklisted an enchanted book with mending and unbreaking:
      • netherite spear with mending = not blacklisted
      • netherite sword with mending and unbreaking = blacklisted
      • netherite chestplate with mending, unbreaking and protection 4 = blacklisted
• added a dupe cooldown configurable in config
• added bStats to track certain stats about servers
• made items check blacklist even when skinned (minehut only)
