Weight-based permissions

New features

• You can now separate donutvanish.see permissions by weighting them examples:
  • donutvanish.see.5 cannot see donutvanish.see.10, but 10 can see 5
  • donutvanish.see.messages.10 can see when weight 5 joins/leaves in vanish (Note, regular donutvanish.see and see.messages will be treated as the highest rank. They can see all vanished players)
• Death messages no longer appear in chat
• Vanished players are now hidden from other plugins' command tab complete
